In the process of replacing the oil on my 2023 2.7 L Outer Banks. Last year I replaced the oil and replaced the drain plug with the plug in the bottom the single O-ring and green this year they gave me one that is half of an inch longer and has two smaller earrings. Is this the correct one??

Do replace them with every change? I will say the Dorman version leaks
No. There's no reason to ever replace it unless it is leaking for some reason.
Most go the whole life of the vehicle.

I went with the Ronin oil plug, mostly due to not having 6qts of oil come at you at once with the OEM one. It is pricey, but it's high grade aluminum and you can vary the flow, take samples if needed, etc.

For my 2026 Badlands 2.3L, my current plan when I do my 1st oil change is swap out the drain plug with one of the Fumoto valves with a drainage tube. Any downside to this besides cost and worry that somehow the valve will open unexpectedly?

Yeah. It’s only $12 bucks. Peace of mind. I wish they just sold the o-rings though. Would be much cheaper
Sorry, but you'll probably get hazed for doing that; it's not really necessary, but if it makes you feel better, it isn't a whole lot, sure.

I don’t mind people fucking with me. I’d rather not be worried my oil leaks after filling it than spend $12 bucks per oil change on a plug with new rings.

ford gives new o-rings you replace ever time on the filter housing so why would the o-rings on the plug not need to be replaced but the housing ones do?

The filter and housing are under pressure, whereas the oil pan is not. Where you might have an oil geyser shooting out from the filter housing, you'd merely experience a drip from a damaged oil pan plug or o-ring.

The oil filter is a hidden issue where the drain plug is a pronounced one. I would not be wasting the money on the drain plug for every change, it's a service item not a disposable one. Also as others have said the new one is a design change to facilitate and easier time draining the oil. I believe specifically it's to allow you to have a more controlled drain option instead of the hemorrhage that is removing the old one.
