The only place where additive can be efficiently injected into the fuel is when the fuel is being pumped into the truck at the loading rack.
Other than the aforementioned Amoco Ultimate that was marketed in the 1990's, the base gasoline at fuel terminals is fungible. That means it meets the specifications of the pipeline system which delivered it to the terminal.
The trucks that load fuels at a terminal may be hauling it to an unbranded or a branded retail location. What happens when that truck arrives at the terminal is they input a loading number into the system to get authorization to load. That authorization will tell the terminal loading system what recipe to blend into the truck including which additive pumps to activate.
There is about a half a gallon to a gallon of additive which is sequentially injected into an 8000 gallon load of gasoline. Companies like Shell and Chevron have their own Proprietary additive at these terminals. Many top tier gasoline marketers use the same generic additive package that meets the EPA top tier requirements. All gasoline must have some level of additive. The minimum additive requirements are about 50% of the generic top tier standards.
EPA non-attainment standards as well as state mandated requirements (like California CARB gasoline) drive regional gas specifications but don't impact the additive components.

Once I upgraded turbos, I ran out of fuel so I had to install 3.5L F150 port injectors to run full E85.
