Ford has to make profit to pay for those recalls somewhere

Dealers mark up prices 100% so Ford is probably selling it to them for 1/2 that and probably can be bought cheaper on a Ford parts site without the dealer markup. Dealers are just licensed resellers and service, not FORD co businesses.

Would putting an inferior product damage your truck?

It really depends on the dealer. Ford's recommended MSRP is $18, which aligns with what the OP paid from his dealership. Cost is $10.90 from Ford for one washer.

How are the washers holding up? I went to change transfer case fluid and didn't realize it was a 10mm hex, which I didn't have. In looking to try to find out what size the plug was I came across this thread about the washers. Wondering if I need to buy the $36 washers...

I've changed my Tcase fluid out 3 or 4 times by now and still re-using the original crush washer. So it was due to implode like 75,000 miles ago I guess. Maybe I finally got lucky and used up my lottery luck on a $36 washer.

I'd gladly send you a few but I'm in the middle of selling my house and most of my Bronco stuff is in storage. It would be a needle in a haystack trying to find those washers.
