I have an answer to this, and in fact the hardware to implement this answer--and the resultant processes--are already in place.As much as I loathe A/S/S, cell phone addiction is a larger contributor to the delay at intersections. They stack though. They have to look up from their stupid cell phone to realize they have a green light, then lift their foot off the brake, hope A/S/S engages quick, and then they still poopy-droop along through the intersection as the light turns yellow and everyone behind them is screwed out of another 3-4 minutes of their life.
Around here, it's common to have an entire light cycle on a main road and only 2-3 cars get through. And, if you're unlucky enough to have to take a left, you might only see one car get through (green arrows are rare, usually in SC it is "here's a green light, have fun finding a gap in oncoming traffic), so most people just run the red light, which delays cars that just got a green light. Vicious cycle, but I digress...
