Well that was good as now you have maybe a better idea of where the fault lies. Spraying water directly in that area maybe showed a cause and effect.
No. It looks like it came out of its holder and rubbed through on the bumper.
Possibly. That repair was 3 years ago and I’ll dig my paperwork out after the holidays but at this point the car is over 4 years old and at 39k so the repairs are on my dime.
UNLESS you can make a showing that they botched the prior repair. Their actions then become the proximate cause for your current injury...

Well it’s time for my near annual repair. This is my 5th winter and 3rd time with this same failure. But no warranty to cover it now. (Passenger side)
The wire harness often chafes in the area between the bottom of the body below the tail light and the top of the bumper. We have seen that several times at work. The harness just needs to be repaired and protected with some harness sleeve.
