Based on what you posted, having a loud muffler is fine. NJ (being the asshole state that it is) is basically saying you can't run straight pipes without having a muffler. Having a muffler is the key here, as long as one exists, you are fine. I've heard plenty of loud mufflers on the roads. Then again, give it time, they'll find a way to outlaw them as well eventually.In the state of New Jersey you can't legally modify a car to be louder than designed but since Auto inspections in NJ are a joke these days it is pretty much unenforced. Technically though a cop could pull you over for noise if exhaust alterations are suspected. There are municipal noise ordinances in some towns as well.
