Hmm... I always thought in a hit and run the runner was presumed at fault, since they ran.

If you have video evidence of the accident and the subsequent crime (hit and run), the police are much more likely to act. More importantly, you and your insurance company will be much more likely to be able to identify the other party, and once that's done the cops might actually do something since you already did all their work for them, hah.
