My understanding of that section is to smooth out turbulence in the intake air

Yes, it's crimped like that and there are also rubber tabs inside. Best guess is to either quiet down the turbo noise or possibly induce some swirl as the air is pulled into the turbo. That's where an aftermarket intake that has a bigger air filter and replaces that crimp section can help with hp and mpg but might make more noise.

Probably an EPA thing or cheap power restrictor. Definitely worth trying an unrestricted pipe.

There is a LOT of engineering that goes into modern intake systems to improve flow and reduce noise (because people apparently don't like to hear their vehicles run anymore). There are software packages out there that are specifically designed to analyze the flow of fluids, both compressible (air) and incompressible (water/hydraulic/etc), and they DO run them on intake systems.

That said, if you were to replace it with something that was designed to improve flow (not just bigger), but wasn't concerned about sound, you could likely get some gains.

But short answer, yes, it's supposed to be like that, yes, there's a reason for it, and most likely due to sound/noise.

I think your onto something. I've never had my intake pipes off but I've been wondering what the black plastic box is after the rubber swirl pipe thing...

Here's what the inside looks like with the rubber tabs narrowing down the path for the air to flow into the turbo.
