I have a 2022 Bronco that I flat tow. Have never had any issue following the procedure straight out of my manual in the rig.
In the Bronco 6G Flat Tow Group on Facebook, a member posted instructions that look to be out of a 2025 manual that include extra steps pulling a fuse if you use supplemental braking system.

I have a supplemental brake system installed on my Bronco.
If something has changed in the 2025 to require this then ok. Or, has Ford failed to update our manuals in the earlier year model broncos?
What is the right procedure?
Again I have yet to have any problems following what is in my 2022 onboard manual.
