Hard to tell if that's just paint from the wall or if you scraped though the powdercoat.

Have you tried scrubbing it off?

Yeah I just tried scrubbing it off, looks like it didn’t make it through the black layer on the bumper besides one tiny area (circled on pic). I can feel groves on there.

Brush in a dab of black paint in the scratch and just keep working the rub marks.

Some buffing compound might get them off, but I'm not totally sure how it would do on a textured powder coat. Try it int a discreet spot before going apeshit with it!

Yeah, I've rattlecanned a ton of stuff.

Getting it to match is going to be impossible. You'd have to repaint the whole bumper.

OP: The flip side of the above is that getting close enough isn't that hard. Clean it really well with IPA and perhaps sand very lightly just to get any major high spots out (then clean again). The grooves and natural abrasion makes for a good high adhesion surface. I like Eastwood rattle can products, either an epoxy primer or a 2 component paint. Super durable stuff.

Harbor Freight sells Rust-Oleum Roll Bar and Chassis paint. It should hold up well with a proper primer.

To apply spray the paint into a cup or other container then use a brush or Q-tip to get into the scraped areas. Make sure you don't apply it too thick. You don't need to spray the bumper.

If same color as mod bumper Raptor liner in spray can looks good. You can mask off and feather spray the area or spray some on a paper plate and Bob Ross it style and dab it on. Worst case spray the entire thing.

Spray some paint in the cap and brush it on. Wipe the high spots off, a few coats like this and you likely will never be able to tell the difference from a few get away.

^^ This.
There are several products that will match the factory Ford bumper finish. I used the Rust Reformer as a black primer then sprayed with the bed coating to match the bumper texture.
