I’m looking into purchasing aftermarket bumpers. Trying to take all factors into consideration like cost and durability of paint vs powder coat. I am just looking to have them in factory Oxford white and want my whites to match but not something easy to get rock chips.

You can also do thermoplastic powdercoating which is what BAMF uses. Scratch or chip you just use a heat gun and plastic powder and it is good as new. Pretty cool stuff.

PVC (powder coating) is all the rage, but I'm not sold on it.

Powder coating is generally considered to be more durable than a paint ... until it is damaged.
Once it gets chipped, the seal has been opened, moisture will get in there and start wreaking havoc. Once the rust starts, it will run-a-way under the powder coating and cause it to lift and peel off.
Generally considered impossible to repair/ touch up. There is essentially no touching it up and having it match worth a damn.

You can see the run-away rust happen on numerous aftermarket skids and bumpers pictured on this site.

About as close as you 'll get to the durability of pvc, and this will be very close,
is an epoxy primer over a coarsely sand blasted surface, which gives the epoxy something to bond with.
It is easily repairable and run-a-way rust issues won't be a problem.
Of course, after the primer you color coat with the color of your choice. A quality polyurethane will probably be the best bet, vary durable as far as paints go, but again, not a painter/ coatings pro, there may be newer or better stuff out there.

I've never seen powder coated skid plates (and can't imagine why anyone that would use/need a skid would PC it). Who is offering PC skids - or are you seeing people getting their skids PC'd after the purchase? Either way I find that quite odd.
DV8 skids all come black PC

Huh, so they do. Doesn't seem like they offer much in the way of real undercarriage skids, just fancy covers for more visible bits with "look at me" logos cut into them. Besides DV8 who else is doing this?

Not offended, you said you hadn’t seen skid plates pc. I showed pc skids and you came back about the example and then wanted another as if that wasn’t a sufficient example.

There are plenty of examples of the IAG steps and their rust issues. The reason why they have received the forum's attention is that they have actually stood behind their warranty and accepted warranty claims. Anyone that has purchased the white-label Amazon PC accessories have no recourse. But rest assured, even though there aren't threads on them, it is happening all the same.

One way to avoid the rust issue is to avoid the underlying steel component. Get the steps and skids in aluminum. Aluminum will still corrode once the outer PC is marred, but it is less noticeable and you won't have the run-away rust that will happen under the PC from a surface break.

I’ve found powder coat to be more durable, but paint much much easier to touch up.

Stuff that I know is going to get beat, powder coat isn’t indestructible. I think it’s fine for a bumper - you hope to not bang that around too much - but skid plates and sliders? The powder coat chips right off
