Factory fogs turning off when the hi beams get turned on is federal regulation.

Any idea "why"?

It can't be as simple as "you don't need high beams if there is dense fog". That's self evident and, even without a federal regulation, anybody would figure out 5 seconds after trying it once.

My money's on 'fuel economy'. No rational reason why. It just always seems dumb regulations always come back to either 'emissions' or 'economy' these days.

"Safety". They believe that in the event of someone forgetting to turn their beams off with oncoming traffic at night.. if the person who left their beams on also had their fog lights on.. everyone in the opposite lane would instantly die a fiery death.

Considering the regulations about foglight aiming & beam pattern though... It's just bullshit.

It's hard for a bureaucrat to argue for more pay if they don't constantly make new laws after all..
