Can you provide some more information? Why would an ISP block IP addresses? Can you show some traceroutes or pings?

As soon as I saw this, I thought the same thing as sundaeman
Use a VPN, there shouldn't be any issues.

Ok, probably a moot suggestion, I’m sure you’ve probably thought of this but I had a similar issue (not the forscan sight) and ended up rebooting the WiFi and modem and it cleared the problem.
Forgive me if this is one of those “already tried that” suggestions.

I can tell y'all are all IT people... lol I think it's possibly a dns issue. I don't know why an ISP would block an IP address, especially for FORScan. Not saying it isn't possible, but I'd rather know what's really going on. What does "blocked" even mean? In other words, it's probably an xy problem.

It is an eastern european address, probably got flagged to their security somehow if it is being blocked.

You can also change the date/time on your computer to when you had a license. That will mess up other things though until you change it back.

FORScan is a Russian-developed tool.

They've been blocked and have had to switch payment processors multiple times due to sanctions related to certain current events that I'm sure we're all well aware of.

Admittedly I don't do any business with sanctioned companies or states, but blocking access to SWIFT or closing accounts ain't the same as an ISP blocking access to IP addresses.
