I swapped the light control switch and activated the front fog light connectors following the procedure posted here, but I'm still waiting for my fog lights so currently the circuit is open. Just yesterday when I connected forscan for something else I found two codes: B1147:15-48 and B1148:15-48, both for front fog lamps, circuit short to battery or open. Resetting the DTC code only changed their status from 40 to 0A. Both circuits have 14-15 V when the fog switch is on. Is this because the circuits are left open? Any thought is appreciated!

Yup. Thinks there may be a blown LED or cut wire. No big deal - should clear once you get the lamp installed.
Thank you. Yes, I found a diagnostic protocol for those code in F-150, basically it says if >11V is measured from the two terminals, then replace fog bulb, that’s fair.
