Per eibach this kit on the 2dr badlands the ride heights will be between +0.8-3.4" (Front) , +1.7-3.1" (Rear). So with some fine tuning you should be able to get it leveled out and have no issues running 35's and should be able to fit a 37 under there i would imagine. The kit is plug n play but would advise to get an alignment installing.

I have these kits in stock ready to ship as well.

The factory Ford UCA is actually a really great piece and has excellent articulation at the joint. I wouldn't waste money on replacing it until you go with a mid or long travel kit.
Some people seem to be able to get away with running 37's without a JKS max clearance kit, but I wasn't so fortunate. I HAD to get the JKS kit with factory Sas wheels (+30 O/S) and 37x13.5R17" Cooper STT Pro's.

Ordered, couldn't pass up from @Beefcake. offered (Again, thank you so much!)

Even with a minimal lift to house my 33's for now (budget, so gonna plan out my route to 37's), should be well worth it

Remember the minimum lift on 2.0's in the rear is 2.4" with non-sas. I personally think the 2.0's are better suited for 37's. With 35's you have to lower these springs all the way down unless you dig on a lot of fender gap. Having them set to the lowest setting gives a lot of pitch and roll with normal driving. Don't get me wrong it's like a Cadillac. But just too soft. With 33's the 2.0 is just too much. Just my opinion though.
I want to upgrade my stock hitachis and was set on stage 2s but you're thinking the ride would be noticeably softer than stock if I stay at the lowest height? Biggest tires I would do would be 285/75's (probably 285/70s) and was definitely looking for something firmer than stock. I guess adjusting the collar to get the highest height preloads the spring and makes it firmer?

I have them set to the lowest with 35's and there just isn't enough pre-load on them to my preference. It rolls down the road really nice but when it comes to turns and stops it's just too soft. That's why I say they are a great coil over for 37's or overlanders with a heavy load. They are an excellent coilover for the price. My driving is 90% on road and I bet they would be pretty nice off road. I'll eventually find something in the middle.

2023 front shock top hat bolts are fine thread, but 2021-2022 are course thread. You would need to go out and buy course thread nuts to use them on 2023 model Bronco's because you can't reuse the factory hardware.

Those numbers should get you very close to level.
