I got the same thing - it's just a generic piece of shade cloth with some bungees. Needed some of the bungees shortened to work right, but gets the job done with some slight modifications. Not great, but good enough to keep direct AZ sun off.
Works well with my Rally Top when I have the front off, but I had to pretty much ignore the instructions and just bungee it as it needed. I cannot leave it on when I put the top back on, it's either the top or the shade. Fortunately the shade takes like 2 minutes to install. That may be different with the factory top though.
That said, if your aim is 100% block, this may not be for you. It does leave gaps around the edges.
