When the Bronco is pretty dirty, I find it really difficult to get a good clean of the paint behind the spare. Any tips for getting behind there and getting that paint nice and clean and being able to apply some wax? It might come down to just pulling the spare.

^^^ this. You can get a wash mitt behind there fairly easily but yes it’s hard to thoroughly clean and dry well. I do a light polish and sealant back there when I take the tire off for rotation every 5k miles.

You could use a long microfiber wheel brush, such as a "wheel woolie" or "woolywormit" (there are also similar generic ones for less than 10 dollars). It won't help you with the waxing, though.

You don't :)

I ceramic coated mine when I got it. and now just hose behind the spare when I wash it. It probably has water spots, but probably little to no dirt.

I don't do 5 tire rotations, so haven't looked back there in 2 years...
