The tank has to be dropped at least partially or at an angle to access the pump. I’m wondering if vehicles having the failures are run very low on fuel regularly since it acts as a coolant for the submerged(partially) pump.

There is no windshield wiper recall on the Bronco, unless that changed. The reprogram is a "customer satisfaction". On my F-150 there is a recall to change the wiper arms because the motor is too powerfull.There was a similar push with the windshield wiper motors that finally got a recall.
I received a notice on mine for the windshield wiper motor and I took it in for that. Maybe it wasn't an official recall but the letter looked very similar to the one for seatbelts. The recall is 23B35. It is for the Bronco windshield wipers software update to the motor itself at least here in America. In Europe its a full replacement of the motor. I work for a dealership and we still consider it a recall as the dealer bulletin states that “This service must be performed on all affected vehicles at no charge to the vehicle owner” .
