Ford Brake Controller, Proportional?

Has anyone been able to have the Ford branded brake controller use Proportional control? I've looked at instructions, tried numerous times, but no matter what it seems to stay in the mode where the brakes are either on or off at a specific gain value. Nothing proportional about that.

I'm about ready to swap it out for the Redarc one that isn't Ford branded, as users have report proportional works well.
