Auto headlight not working on new/used lamp

ok... i know the headline reads funny but heres my situation. A few weeks ago my wife got into a small fender bender. The passenger light was broken pretty bad but still functional. Fast forward to last week i found a great replacement on ebay. installed it and the center amber light only works for hazards and the auto on/off wont work on that lamp. I wrote to the seller and told him something is wrong with the lamp. He sent me another yesterday, i just installed it and it has the same exact issue no difference. So now i have to assume its an electrical issue or maybe a programming issue? anyone have any idea what this can be?
