Backup lights were an option on all 1965 Mustangs (early build, so-called "64-1/2" Mustangs, as well as the later 1965s). They became a federally-mandated standard feature for the 1966 model year.
I think you are probably right.....in that although those first-year Mustangs were being sold in April of 1964, they were given 1965 U.S. standard VIN numbers.
