New Bronco Heritage. Noticed the rear bumper is a bit lower on one side below the taillight and fender flares. A little under 1/2 inch. I watched removal videos and it seems it’s held in place by 6 bolts. Can I simply loosen them slowly and move the lower side up to match the other side.

that can work. you are dealing with "over sized" holes that collectively might allow that amount play. They are not slotted holes.

I would get a 3ft level and set your vehicle level with the help of a jack on one side. Then loosen the bolts, each a few turns, until all are loose enough to get the bumper to move with some resistance. Set it level, then tighten slightly, check level, repeat, then torque it down. The bumper bolts are torqued to 59 ft-lbs/80Nm. Use a torque wrench!

Assuming we're talking about the steel rear bumper, I really don't see how either of the other suggestions are going to work. The bumper is supported by four bolts that go underneath up into the frame. There's no sliding it up or down. The best thing I can think of is removing the bolts from the high side and sliding in spacers, like washers or something and then reattaching. The other smaller bolts on either end don't do much other than keep it from flopping around.

The side bolts are slotted.

The side bolts are slotted.
The bracket that actually holds the bumper up is flat against the bottom of the frame.
