Water could freeze on a windshield at temperatures higher than 32 F. All it takes is airflow.
It doesn’t matter if there’s no protection in the washer tank and it’s frozen solid. The contents of the tank are largely unaffected by windchill.

The chart shows there is no freeze protection at the lowest dilution (on the chart) which is 37*F.

Ethanol is the least corrosive ... I have used Everclear from the liquor store in a pinch when all of the auto parts stores were out of low temp washer fluid without issue. A bit pricey, but functional. I would not use isopropyl alcohol ... it is not likely compatible with the components in the washer system. Methanol at low concentrations is likely okay, but still more corrosive than ethanol.

Windchill will definitely affect it once you've sprayed it on your windshield. The 32+ solution will freeze on your windshield at around 37 degrees. The desert west of Phoenix will get cold enough to make it freeze on your windshield. A friend who lives there has that problem.
