Tow hook/ bumper reassemble?

So I painted my front hooks, used blue loctite on the 6 bolts, and torque them to 59 ft. lb. (Per other post in this forum). My question is how important are the small bolts that hold the hooks to the bumper assembly? I chose to leave them off incase I have to take one or both of at a later date.

If they are the ones I’m thinking of - they are just there to help align and hold it together while getting the thing installed

Yup the ones that attach from behind. One on each side. Thanks. I didn't think they mattered much.
