Looks like you may be missing the plastic covers and sensor rings (brackets). Here is a list of things I needed for the bumper I got. End Cap Bolt = "Bronco" bolt.

You can get it for around $850 at Ford Performance. Have them ship it to a dealer and shipping is free. It's in 3 huge boxes though, so take a pick up truck.
