couple things the outer banks high package has going; the parking sensors in the front bumper and the collision sensor in the bumpers center fron pocket..with all that being said, i ended up using the builtrite license plate front mount, not too obtrusive, works well. im certainly not getting it near a car wash front brush..

I have this one on by modular bumper and the fit is perfect. Also like that way it tilts back at the bottom. No drilling. Uses existing screw holes.

Lots of shackle mounts out there. And they fit any vehicle so they are pretty cheap. I think the plate looks better off-centered.

Anything is better than the stock location.
