For y’all more knowledgeable about paint/body, is this already a rust pocket or would it be some kind of adhesive overflow for the bolt before they painted. Or is it just dried paint bubbles?

That sure looks like bubbles and not corrosion. Either way it shouldn’t be that way. I’d worry more about the spots where you can see no paint around the washer that will let moisture in. And corrosion happen at a faster rate. Crappy part is will they cover it(under warranty) and paint it properly. 🤷‍♂️ And how long it will take.

Flick some off and see. Touch up paint won't look any worse.

Ford will fix that, take it to dealership and they will send in warranty claim and their body shop will touch it up correctly.... but you'll be w/o a car for about 2-3 days as they get Ford approval as well as most likely not given a loaner to drive.

If it's in a non-visible area you can ask them to do a quick job: Scuff, prime, spray in just that area and not worry about blending as they would do on an exterior panel.

DO NOT touch it yourself. Have them do it all so they wont come back and say "you did it"

Doesn't look like rust. Some type of contamination under the paint.

A few years ago, Ford had warranty issues with impurities on the aluminum hoods and body panels for multiple models before sending them to paint, which caused corrosion to the metal right under the paint, causing similar bubbles in the finish. Looks very similar to what you have here. Take it to dealer and insist they fix it now.
