Is this screen problem (picture attached) eligible for warranty repair/replacement? Dealer ran diagnostics (charged me $295 just for that) and says everything is fine.

As mentioned, it is backlight bleed. Very common for lcd's, particularly those that are not high-end models.

Does it go away, or at least diminish significantly, when the full screen loads? Noticeable during daylight or only at night?

Since some backlight bleed is normal, it can be a difficult item to have replaced/repaired under warranty unless it is actually interfering with usability.

It is noticeable only at night/dark spaces especially during startup/shutting down.

Yeah, that sounds fairly normal. If it was replaced under warranty, there's a reasonable chance the new one would do the same thing. As long as it's isolated to startup/shutdown I would just ignore it.

One thing I might do is set a reminder for like the 1st of every month and take a picture (same time, same setting) and start comparing them to see if it's getting noticeably worse. That could help for a warranty claim down the road.

That's the way dealerships work. If it's determined ~not~ to be a warranty claim, you pay a diag fee.

And since the dealer gets to decide what is warranty and what isn't... and most warranty claims don't pay nearly as well as billable hours... you can see why there are so many bad dealership stories out there.
