While you're in there I would just play around with the various options for that rear speaker EQ. Seems some have success with different settings vs others. None of them made mine sound awesome but a couple settings definitley sounded better than others. I too have a Key w/ Hertz speakers

I belief the intent involves needing it to push in the capless flapper thing in the fuel neck when/if you need to put gas in the tank from a gas can that can't get to the flapper.

No that's not normal for any size tire. It just needs to be taken to a place that can competently perform a balance to start with.
You could also swap the fronts to the rears and see if it changes anything to basically ensure its a wheel problem. I think i've seen a few folks over the years...
Why not take a rag and simply wipe out the inside of the canister housing? Would take.. IDK.. less time than posting this haha I always crack mine loose so it drains better while the oil drains out of the plug then come back after half an hour or so of doing other things and its got very little...
That "1 inch hole" might be pre-powdercoating or paint too so i think you'll be just fine with a 7/8 pin with no rattle. If yours doesn't come with rubber washers that's an easy fix at the hardware store
If the shackle pin OD and bumper ID are both the same you'd have a helluva time getting them in and out / using them. Most bow shackles/ d-rings come with some sort of rubber spacers to install between the shackle and bumper on the pin to mitigate rattle
