99 means you're on hold for next year. If you want your order in for this year, your dealer needs to change it to something between 10 and 19, as Zack mentions above. Which number between 10 and 19 doesn't matter.

My understanding is that if your dealer changed the priority code to a 99, then your order is still waiting for you, and will be a high priority 22 with a guaranteed 21 price. You could theoretically change it to an open order and you would get in line for a 21 based on your excellent timestamp...
