For sure. If I thought there was a decent chance of getting a 2022 bronco, I'd hold off on ordering a Jeep next month. Trying to guesstimate the chances with all of this conflicting information plus uncertainties of the supply chain is very difficult at the least.
Theoretically they could if there were no issues with constraints. The big question if the answer is yes, would they given allocations? Would they build dealer stock or fulfill new orders in place of existing reservation holders?
If that happens,, I'll simply stick with the Jeep that I plan to order from them in January. No one is forcing me to buy a Bronco. If I'm still waiting in 2 years simply due to allocations, then I'm sure there will be other options to consider.
