Yeah, partially. The antenna is a 1/2 wave so no ground plane is really needed, but is always helpful to have one.

Consider a Comet Dual band antenna. It will run VHF and UHF. I mounted mine on the driver's side mirror using a Rugged Radio Billet NMO mount, and used the Diamond NMO with RG316 coax. Got a 1.01 on the SWR meter.
