I understand the steps… If you pay cash then you don’t need an out of state title. You get the purchase paperwork from your dealer and a temporary transportation license. Then xyz CA stuff If you finance a loan dealer needs to submit all paperwork to the purchase state DMV, with lean holder...

There are threads where people posts their engines were running hot, and fan not coming on, so to cool them they turned on the A/C … To test yours could try turning A/C on?
