The tow/recovery hooks on the Bronco have designated areas for the pins of the hard shackles. There's a lower portion for soft shackles.
If that dedicated area is specifically for hard shackles, why ever take them off if nothing else is meant to go there?
For #3, I feel like you'll want to take off a hitch to use other things or types of hitches. Also, the protrusion of the hitch could be inhibiting in some way, sometimes.1. Your shackles can become compromised in a way that they cannot be removed.

3. You have a tow hitch but may not always have your hitch installed, correct? So, install shackles when needed.
