One of my gripes with all Fords. The Drive Mode/Goat Mode does not remain through a true stop/start cycle. Other vehicles do, but I feel it is ridiculous Fords do not. Really bad when you are towing, stop to get gas, start driving down the highway and notice you have not been in tow mode the last 100 miles...
I don't know of many vehicles that will ever retain a an alternate drive selection after turning off the ignition. Certainly none that I have ever owned and I've owned many. My last two BMW's always revert back to comfort modes regardless of what M setting they may have been in when I turned off the car. I think the lawyers probably ensure it's done this way to ensure the driver makes a conscious decision to change the drive mode everytime they turn on the car to absolve the automaker from any lawsuits. For example if I would turn off my car and it retained the last mode I was in the day before (an M-mode with traction control turned off), it snows overnight, and say my wife (who's oblivious to the modes) gets in and drives out in the morning after it could be a bad situation on slippery streets.

I follow your logic, and it is sound. The two Honda's I previously owned held and I didn't know I liked this feature until I had it. Now that I think about it, my 19 Fusion Hybrid holds eco without a prompt. I don's use eco on it much though, cause you know its already eco being a hybrid.

Given that G.O.A.T. Modes is a registered trademark owned by Ford, what non-Ford vehicle have G.O.A.T. Modes?

Mine does. If I shut it off in Eco, when I start it back up, it asks if I'd like to keep it in Eco. Hit the "ok" button on the steering wheel and that's it. Not completely automatic, but pretty close.
This is what mine does too.

None, that's why I said " Drive Mode/Goat Mode".

My Audi not only remembers the last drive mode, it remembers the mode by key. My wife unlocks the doors and it's in comfort, I unlock it and of course it's in dynamic.

I got the answer to this a few year ago. Its based on when they certify the MPG rating, once its done the car must default to those same settings (Bronco at least asks, but will revert to default if you dont say something), since thats what the sticker says when you buy it. So really it just boils down to lawyers.

Interesting - mine has a 4x4 error now and the GOAT modes are not working - the error doe3s not come up immediately, so before it comes up I am able to change GOAT modes. I was able to go from normal to 4x4 High - as I was moving the GOAT mode to other modes, it gave me the error and would not go out of 4x4 high anymore. That sucks because I was at a stoplight on the pavement. I know we cannot drive 4x4 on the road - so I turned off the car hoping to reset the GOAT. I turned it back on and it was still in the prior GOAT mode. I did not have the 4x4 error yet, so I was able to quickly put it back in normal.
So long story short - my 4x4 mode did stick after a shut down and restart.
You can definitely drive 4x4 high on pavement just turn it off if you’re on loopy roads or turning a lot

I ended up doing about a 30 min drive on pavement in 4H... the GOAT mode did automatically reset from an offroad mode back to 'normal'... but the drive mode did NOT automatically reset to 2H. Only noticed when I felt the front wheels starting to "push" when turning in a concrete parking lot.. WTF?

Pretty sure this is going to ruin a few people's days when they find they've been running in 4H for a long time without realizing it. The GOAT mode dial isn't exactly well-placed in the field of view... and with all of the other annoying alerts it gives you... and turning things it turns off on its own... you'd think it wouldn't set you up for failure like that. 😑

Just a possible update here...the team at @ZFGracing was working with one or two guys on here and were able to map certain performance settings to certain GOAT modes of I recall correctly. They seem like the experts now, so my first call would be to ZFG to see what they are able to do; especially now that they have been able to unlock and program the stock PCM. Maybe they can change the mode order or set it up to always go into a certain mode.
