Thank you. Not sure where this one came from as it must have been an extra that had been dislodged. As I said mentioned in my OP that there is no defect to the inner or outer ring so this one must have been an extra during assembly.

Anyways, it almost looks like the grip/shrouding around a climate control knob, GOAT dial, or shifting dial. I checked - it’s not, but I wonder if it’s something similar from another vehicle. As @flip mentioned, you just picked it up at the beach with your undercarriage shovel.
