Seatbelt won't extend

I removed the passenger rear seat belt to try and figure out the source of the rattling. It got itself into a child lock and would not extend. I tried reinstalling it to get it to release, but it was stuck. I completely removed it and it is now fully retracted and stuck. Is there any trick to getting it to release when it's locked like this?

Sometimes the only way seatbelts extend is to pull it out perfectly straight. Especially since it's not secured to the vehicle.

Thanks, this gave me the courage to pry the white cover off (i felt like i was going to break it). Got the clip with the ball bearing off and it's extending again. now to make sure upon reassembly it's working as it should....
