Moromoto headlights adjusting gear casing is loose

so I was trying to use my allen wrench to vertically adjust the light by using it on the wheel for the light adjustment. Turns out the whole housing for that wheel is loose and can move 360. and when you wiggle it wiggles the light. it's fixed on the other side. what do I do to tighten it, just move it clockwise till it's set?
