Low Speed Brake Modulation

I have noted that when descending steep (20 degrees plus) rock surfaces where there is ample traction, the brakes appear to have unpredictable pedal modulation. For example, approaching a small rise that's followed by a steeper section, where you'd want to release a bit of pressure to let your momentum carry you over the rise, then add a bit of pressure when it gets steeper. What Bronco, and most of it's contemporaries functionally do is vacillate between not enough pad pressure and too much, with what feels like a dead space in the pedal. Which creates this herky-jerky motion when smoothness would be ideal. Being able to ever so gently drag the brakes just short of locking would be nice.

The question I have on that is, is there a solution in the brake pads themselves? For instance, if you were to select a pad that has much more initial bite while cold.

It's likely the ABS meddling in. Try pulling the ABS fuse.

I thought the ABS was disabled in low range? I have had several instances of four wheel lock without ABS engaging.
