Does it increase/decrease when you speed up/slow down?
Does it change with engine RPMs?
Does it change when wheel is turned left or right?

Those answers can help a lot. But from the sound alone it sounds to me like it is coming from the engine and it got louder when you drove by that wall and the noise was reflecting back to your mic.

You only hear it at low speeds due to the fact at higher speeds other noises masks it. Engine rpm doesn't affect it. As far as left or right its haven't tried that yet.

Hard to say from just that video but provide more info and I bet others can help.
Reasons for those questions:
- if changes with speed, more likely to be something in the drivetrain like wheel bearing, brake rubbing, drive shaft, etc
- if changes with RPM more likely something like belt or pulley
- if changes with left or right more likely something like CV
