That they are releasing it this fall or that they were making it available in general? The latter at least, was announced sometime last year, I believe. It is not street legal.

I believe you are correct. From what I read on the Ford website, I highly doubt it will be be street legal. They removed the air conditioning, interior amenities, and all glass to reduce the weight for racing.

It's a homologation special. A car company has to produce "X" number of vehicles in order to qualify as a "production" vehicle under the sanctioning body racing rules. In this case it must be 50. Back in the day for NASCAR it was 200.
