I have seen quite a lot of 2drs being scheduled, does that mean the constraint has been lifted?

As with most of the constraints, they are not 100% constraints. You'll often see the constraints listed with a percentage. So if it says Lux package constraints 80% they are able to build out 20% with Lux package. (I may have those numbers switched, but you should get the point).
