Since your experience up to then with that dealership was good I'd first go to the GM or owner and inform them of the issue, then demand that they discipline that employee and refund anyone who fell for this in the past. Let them know that you will report them to Ford unless you see action within a short time. Your other option is calling the police, as depending on how careful that sleazebag was with his language this could very well qualify as fraud.
