I'm not really worried about reducing noise, I just don't want to install leather seats and then find I'm sitting inside a louder vehicle - like taking the carpet out of a room with hardwood floors can turn it into an echo chamber.
It won't affect the wind, but it's a reasonable thing to wonder if it will deaden the reverb and some of the resulting sibilance. In acoustical terms, the cloth seats do work as a sound treatment at a certain level, like installing acoustical board in a studio.
