well, then the screw goes back into it, after you push that outer sleeve in the hole. ;-) You probably already did that and Im just stating the obvious, just trying to be a helper :)

you have to remove that screw that is in the middle, then it will go in.

Just to update on my post. I took a few hour road trip and this time I turned off my wireless on my iPhone and connected my USB cable, CarPlay was flawless the entire time, no CarPlay reboot, all is good. Next time you are out, try it. This problem has something to do with Wireless CarPlay.

Im ok with relocating the ACC, would do that well before replacing the bumper, just to make sure there weren't any issues. Good luck, I know its a daunting task to get the right bumper that suits your eye. Im just looking for one that doesnt stick out 6-12 inches. I love the DV8 OEM bumper...
