I guess it is "clear" but not widely publicized.
Ford made it clear and has restated recently that they are not considering the dealer assigned priority code. The time stamp is the determining factor. The exception is a 99 which holds the build (those waiting for 2022) until the dealer changes the code.
They are likely entering an incorrect code. Study the BB order guide codes, not the ones from the "price list" because that had some typo codes. Take that in with you and make sure they are selecting the correct codes.

This rumor has been terribly distorted. The guy only said he was told the rack might change next year.
Ford offers a 2021 4 door rack. There are 2 more on the accessory list. You just can't order a factory installed rack on the heavier models. You can on the base and big bend.
