"projected" to ease by the end of 2022...where have we heard that before
I ordered a Ford vehicle last year...and that date changed every time Ford either updated the status, or it was shipped, and when it was delivered at the railhead...I know that for a fact...and BTW it was on rail for over two weeks and it never updated while being shipped
When I took delivery of a vehicle last year, all modules were populated, so I cant say if it will ship with the info as listed, but I might assume this is the missing module that is showing up on the holds.

select View PTI Information
select the plus on the right side for "PTI related Electronic Control Units Installed on this VIN"
if any of the modules list "Null"...thats whats missing

The gentleman at the dealer I spoke with who identified my unit with a chip hold, stated the next notification will come from Ford as a "built" email, as the dealer has no idea when it will be released to ship.
