I want to add a 2nd extinguisher within driver's reach, perhaps on an overhead molle panel.
But I also want one in easy reach in the back with propane/cooking happening off the tailgate.

Not with that mount, and not likely with others of the same style. There are sections perpendicular to the base section that would preclude putting holes closer together.
