FORscan for sure works. Just need to make sure you unplug both resistors and change the correct setting.
There's 2 settings in BdyCM Module Config. One says Rear Bulb and the other says Rear LED. If you had the base lamps, you need to change the one that says Rear Bulb Turn Outage to Disabled.

Check the 2-Pin plug at the resistor for corrosion. If found, clean and add di-electric grease. That should resolve the issue. If not, shoot me a PM and I will get you set up with a new resistor there.

If you understand LIN communication & can program an MCU to read the linbus command for the high-beams to turn on, sure you can do this. Otherwise, this is not possible.
Not doable because of the Signature Lamps having a separate amber LED for turn signal. This is powered by a separate wire in the plug that yours won't have.
Might be able to do some fiddling in FORscan to make the Red Brake / Running Lamp function as a signal also, but haven't tried it to know...
There's a rubber gasket on the mirror arm that can snag the bottom around where the cover meets the arm. If you fold the mirror assembly in & out a few times, you should be able to get this to settle with that gasket.
You may need to also re-set that bottom corner after doing this to get it to...
