There are quite a few on here who have converted or switched over to a Standard Heritage. The Heritage Limited IS restricted and you can't order them. It's Ford who will decide what they send to your Dealership as the only Limited they will receive.

I'm actually talking about reservation holders orders getting that amount tacked on when they come to pick it up. If it was a refused/abandoned order, then it's at least $12k to $18k range.

Which Heritage version did you specify? If you didn't specify any version, they probably assumed you meant Heritage Limited, which you can't convert to. You can convert to a Standard Heritage, but you have to specify that or the assumption will be for the Heritage Limited.
